There is no "focus follows mouse" for non-X11 apps.
You can turn it on for Terminal, with
defaults write com.apple.Terminal AutoFocus -bool True

doesn't work for arbitrary Aqua apps because then there'd be no way

I don't follow you. So what if you switch apps, that's the idea of
"focus follows mouse," right? I don't see that being a show-stopper
for Aqua. I think Apple has just as usual decided we "don't need
that feature." That's the downside of Apple. I'm experiencing lots
of "Apple doesn't think I need that" with my new iPhone too. :-|
