Then this is a bug.

Note: only cut buffers are obsolete, probably because they only
support ISO-8859-1 (so, in particular, they won't work with Chinese
characters, and anyway, OpenOffice doesn't support cut buffers,
AFAIK). However, cut buffers are useful (when used to copy-paste
URLs, for instance) as they are permanent, unlike the primary
selection, which disappears when the application terminates.
