X11 OpenGL version?

While building libGLw from the Mesa sources, I noticed
that the libGL it builds is compatibility level 1.5 compared
to the 1.2 of the libGL shipped with X11 in Leopard. Can anyone
explain how the OpenGL version of the libGL in X11 is suppose
to relate to that of the system libGL? Since the system libGL
is linked into the X11 libGL, one would naively think they should
be synchronized to the same OpenGL version. I can see how this
can be a problem if the libGL for X11 is derived from the Mesa
sources since the newest available there (for Mesa 7.0.1) is
version 1.5. Or does Apple use custom code to create its own
libGL wrapper that hands off to the system libGL for the actual
OpenGL calls? Is there any chance that the X11 libGL could be
converted into a 2.1 compatibility version to match the system
libGL that it calls? Thanks in advance for any clarifications.
                    Jack
