Today I tried an erase/install of Leopard without X11, then added
the Tiger X11. When I started X11 it bounced and produced a second
dock icon, but then quit immediately. So it does seem necessary to
install the Leopard X11 first.
I think the issue here is the location of quartz-wm which gets
installed on Leopard not as part of X11 (obviously!) but as part of
BSD.pkg. If Tiger X11 tries to use the Leopard quartz-wm it breaks.
You need to remove quartz-wm from /usr/bin before using Tiger X11.
