No, that's not true. If that's happening, then you have a window
manager. If you can move windows at all, then you have a window
manager. Try running X on a *nix box which uses X11 as its
windowing system with just 'exec xterm' in your .xsession
or .xinitrc to see what no window-manager looks like.
I'm not saying you can move windows. But you can type into them. I
know what it's like to have no window manager. And if you put the
cursor over the root window, you will produce no response by typing on
the keyboard. However, if you put the cursor over the xterm, you can
type characters into it.
You won't be able to move the window around, but you can focus the
window and provide input. I'm confirming this as I type, with one or
two xterms. Of course, for two xterms, I have to specify a proper
geometry to avoid obscuring one with the other.
