Look for a /Library/Receipts folder (May be /System/Library/Receipts or
something like that, I don't recall). There will be a file there for
the X11 that you had installed, which is how the pkg "knows" it's
already installed. Delete that and you'll be able to install again.

pkg, but when I try to install it it says there is X11 already
updated. I deleted the app alone (no libs just the .app) and tried
that, and still no install. I extracted the .app from the Archive.pax
and dragged it and X11 is still broken and crashes.
