Ah, I see what you mean now...

The launchd daemons and agents in question are /System/Library/Launch*/ org.x.* ... You should remove the org.x.X11.plist from your other systems and put the new org.x.startx.plist and org.x.privileged_startx.plist in place

Not even if setting up a netboot image that should result in a working X11 when a system is booted from it, without having to run the package installer on each such system?
