Have you tried downgrading to 2.2.3? This worked for some people...

Or update your system? You didn't say which version of Leopard you have installed, but by googling

I get the impression that this EnableTransactions thing is a rather recent addition to launchd, which is not even reflected in the launchd.plist man page. Everyone else here is on 10.5.4, I suppose, so if you are not, this would explain your error.
