workspaces-auto-swoosh = NO really does seem to help a lot here.

What I'm currently seeing is that it's not so much Spaces as Spaces plus
X11.  I've filed three or four bugs today against X11 behavior under
Spaces, and I don't see any of those misbehaviors for other apps under
Spaces.
