Well, I don't know if this helps, but I made a video of it happening
with 3 xterm instances and a blank firefox window..

It seems to me that whatever xterm window is currently active at the
time when expose is activated, that window still thinks that it's
ontop of all other windows...  Even though in reality it is not.

As you can see in the video, as long as I click within the frame
bounds of that active window, regardless of which other window is on
top, it will re-activate the window that currently has the cursor
blinking....
