What do you mean "not commercially available?" Xcode 2.2 isn't a pre-release. There's nothing confidential about it.

we have all that and more. 2.2 is on our scratch testing and porting computers, but not on our primary production/development computers because it is not commercially available. We can't just put confidential information on our production computers and make packages for public distribution.
