Indeed. And you have to be at least 18 years old to create an ADC
account. Whether or not Apple sees this as a barrier to entry or not,
it clearly is considering the comments I've read on various forums
(and on Apple hosted mailing lists like this one).
For comparison, to download Microsoft's free Visual Studio Express
products (http://msdn.microsoft.com/vstudio/express/) you don't have
to sign up for an account or anything.
But I think the OP's point is that you need to _sign_ the ADC agreement
to have that account to download Xcode, and OTOH you can walk into a
store, buy 10.4 anonymously and sign nothing. Strange.
