Indeed. And you have to be at least 18 years old to create an ADC account. Whether or not Apple sees this as a barrier to entry or not, it clearly is considering the comments I've read on various forums (and on Apple hosted mailing lists like this one).

For comparison, to download Microsoft's free Visual Studio Express products (http://msdn.microsoft.com/vstudio/express/) you don't have to sign up for an account or anything.

They also have a freaky rap "video". http://www.microsoft.com/korea/events/ready2005/vs_song.asp where's the Xcode rap video...?
