Is it a Framework/Library issue? Have I left something out in the install?

It sounds like you haven't installed the Mac OS SDK (the headers and libraries for /usr/include, etc.) You should probably trun the UninstallDevTools.pl script in /Developer/Tools, then reinstall developer tools from your Xcode disk.
