I've never write anything for MacOS so I'm going to buy old iMac to learn it. I'm afraid it will run hardly Panther, not Tiger so I'd like to know what are the biggest differences btw Xcode 1.5 (I hope this will run on Panther) and Xcode 2.x (I've read this can be run on Tiger only - is it true?)?

XCode 1.5 is able to build only PowerPC binaries, so you wont be able to compile Universal Binaries which run natively on intel based macs.

Do I've access to whole Cocoa library via Xcode 1.5? And what is your experience with performance of Xcode on slow old macs (mine is going to be 400MHz G3, 384MB RAM)?

Cocoa is always accessible.
384 Mb would allow you to work, but you'd experiencing disk swapping.
Where was a period i did some development on iBook with 256 Mb RAM - that was quite painful.
