Seems to me an svn bug... surely svn should be able to handle arbitrary
filenames.

You could just add the pattern to global-ignores in the ~/.subversion/ config file (uncomment if necessary). Here's what's in mine:
global-ignores = *.o *.lo *.la #*# .*.rej *.rej .*~ *~ .#* .DS_Store *~.nib Icon?


The drawback is that it'll ignore any file whose name is five characters long and starts with "Icon".
