Why is it that the entire Security Framework needs to be rebuilt?

The Security framework is an aggregate of all of the libsecurity projects (they're statically linked together to form a single dylib). The individual libsecurity projects aren't present on a Mac OS X system, only the resulting Security framework.

Is it possible to just build one component and put it somewhere in the OS so that it's used?

No, because nothing will use the libsecurity frameworks directly (with the exception of other security projects as they're being built.)
