Do indexes created on OSX work on OS9?

I've indexed my help on OSX using Apple Help Indexing Tool 1.3.2. Everything
works fine on OSX. On OS9 the search results come back correctly but the
links don't go anywhere. If I index the same help on OS9 with Apple Help
Indexing tool 1.2 it works correctly on both platforms but I get a lot fewer
results. The results that I do get aren't even highly ranked.

Why do I get fewer result on the same search term?

Can Help indexed on OSX work on OS9?

Is there anyway to see the path the help view is attempting to open?
