The indexing tool on X was never tested for its ability to work for Help content on 9.x; it might work, it might not, and it probably depends upon what you're trying to do with it. That said, the 1.2 indexing tool isn't the newest available for content on 9.x, and that might explain at least some of your problems. Otherwise...

Key differences between 9.x and X with respect to indexing are:

1) the tool on X doesn't require that all of your html files have the TEXT/hbwr type and creator, but the Help Viewer on 9.x might, and the tool on 9.x certainly does.

2) the Help Viewer on 9.x is expecting your index files to have resource forks, but the tool on X doesn't create index files with resource forks.

I think your best bet is going to be to ensure that all of your html files have the TEXT/hbwr type and creator set, at least for when you go to index them (stripping them of their resource forks later is appropriate, if you desire to do so, on X only), and then index with the 1.3.x version of the tool that's available as a part of the CarbonLib SDK. Download that from <ftp://ftp.apple.com/developer/Development_Kits/ CarbonLib_1.6GM_SDK.img.bin>.
