To do this, you'll need to create frameset pages that explicitly load the content you want. This means you'll need a frameset page hardcoded with the right-frame page reference for every page that you want to call in this manner -- your app calls the frameset page instead of the content page as you're doing now.
By the way, have you reviewed the archive of this list for messages about framesets? Unfortunately, you'll find that there are a few bugs in their behavior under Mac OS 10.2

PS: Websites that want to always retain their framesets for pages usually use either the technique described above, or a JavaScript, but Help Viewer doesn't support JavaScript so...
