Welcome to the list, Greg. It's a very low traffic list.

Help Viewer in Mac OS X 10.3 (Panther) does indeed support CSS. It uses WebKit, so it's HTML capabilities mirror those of Safari. It's an extensive, and impressive, list of modern standards. See the WebKit developer documentation for more info about this.

Help Viewer on 10.2 and earlier systems does not support CSS. The Apple Help developer doc you're looking at is correct in this regard.
