CSS and HelpViewer

Well, no one responded to my last message. In fact, I haven't seen any traffic on this list since I signed up a few days ago, so I'm hesitant to bother writing another question, but here I go anyway:

In all of the documentation on authoring Help for OS X, it clearly states that HelpViewer does not support cascading style sheets.

http://developer.apple.com/documentation/Carbon/Conceptual/ ProvidingUserAssitAppleHelp/user_help_concepts/index.html

However, after peeking at Mail's title page (named MailHelp.html), I see that they ARE using CSS.

So what's the deal? Does HelpViewer support CSS or not?

If it does support CSS, is it a new feature added for 10.3 and above, or does it work for 10.2 as well? Is the support for CSS limited in anyway?

Thanks in advance for any insights you can offer.
