I'm can't reproduce the problem, cutting and pasting the link you provided, it works fine for me. The name of "Mac Help" hasn't changed in Panther. Are you sure that you can open Mac Help from the Finder's Help menu? It uses the same mechanism, so I suspect that it won't work on your system, and something larger is at fault. (You might try throwing away the help preferences, but that won't answer how your system got into this state.)
