help books on OS9

Now that I have everything working on OSX, I checked out OS9. I made an alias to our help folder and put it in System Folder:Help:. I was then able to launch the help viewer by calling AHGotoPage, giving it the name of our help book only. I typed in a word to search for and it found all the related items, but clicking on each link did nothing. It turned the link from the unvisited color to the visited color, but that's it.

Does OS9's help viewer use the same format that OSX's viewer does, like the html and index file?

I should probably mention that our app is now a packaged app, but the help folder is not in the package, mainly because it's huge. Our Info.plist has the book name and folder keys, but I'm not sure if providing the folder name is the correct thing to do since it's not in the package. But when I took out that key, OSX's Help Viewer didn't list our book in the Library menu, so I put that key back in.
