Hi --

Help Viewer uses a "conditional get" HTTP request to retrieve the remote content. This way, files are only downloaded if they're newer than what is local. Therefore, you want to make sure that the remote files will either be identical to, or newer than, the remote files.

Also, as of 10.3, Help Viewer always uses the local content on start up. This is to improve performance. In other words, if you've told Help Viewer to open 123.html, it will used a cached or local copy of 123.html if it has to launch in order to fulfill this request. It will begin fetching remote content as soon as the user views another page, by clicking on a link or searching.

For testing, it's often handy to use a webserver where you have instant access to the log files. That way you'll see the requests that Help Viewer is making. An easy way to do this is turn on Web Sharing in Mac OS X and re-index your content to point to your own computer. (The URL for your computer's web server is shown in System Preferences' Sharing pane when you turn on Personal Web Sharing.)
