Remote files

I'm trying to get it so our help book will download updated files from our server in 10.3. In Apple Help Indexing Tool, I turned on "Use remote root for missing files", entered the url of where we will store the updated help files, and turned on "Prefer network files to local files". Built the index.

I then editing one of the html files, rebuild the index, and put those 2 files on the remote site. Then I reverted my local 2 files so they would be different than what's on the server. When I open our help book, it does not load the new page from the server.

Either I'm doing something wrong or this isn't working like advertised. What checks does Help Viewer use to compare the local files to the remote files? Am I correct in thinking that it will download updated files and not just missing files? It does use http to do the accessing, right? Lastly, is putting an updated index file as well as changed files on the server the correct thing to do with content changes?
