Yes, you can use the Cocoa stuff. An AppleScript Studio application is a Cocoa application that just happens to use AppleScript instead of Objective-C or Java. I'd recommend taking a look at Scotland Software's SSPrefsController at www.scotlandsoftware.com to see if it meets your need. While you are there, check out the other sample code, as some of it makes for a lot of time saved for you.
