I can't answer your other questions, but you can get documentation for osacompile by typing

man osacompile

in a Terminal window.

This is what I get for the -u option:

-u Use startup screen. This option is only valid when a new bundled
applet or droplet is being created.

On MacOS X 10.2.8, There is no information about -u or -U options in man page of osacompile.
Also, usually command options are case sensitive.
I belive "-u" is different from "-U".
