I am not familiar with lpadmin myself, but you should be able to create a
printer queue with it, using a URI. You might want to play around with
lpadmin to work out the command that is suitable. Perhaps create a queue
from within Printer Setup Utility and see if you can create a similar queue
with lpadmin.
What protocol is popup? I have never seen it before.
