Too easy for some people. That download would use almost half my monthly
bandwidth allowance. In fact I've been trying to figure out how I can grab the
update; I had pretty much resigned myself to the fact that I won't be able to
update XCode until the next OS release. And of course that doesn't make me
happy.
Just had a thought, maybe I could grab 25% of the download at a time, spread
out
over 4 months. Not a very elegant solution, but at least it should work

You haven't explained why you can't take the advice of several people here
to go to an Kinko's, Apple Store, or wherever (internet café?), and download
on broadband. You could use _one of their computers_ on their own internet
connection - that wouldn't affect your monthly bandwidth allowance from your
ISP in the slightest. You'd need to have an external hard disk or a laptop
to copy it from the shop's computer to yours (or download directly to there,
if arranged).
