I manage a couple of XServes with Mac OS X Server 10.4.x installed and I just had a try on a couple of folders shared via WebDAV... My client-box is a powerbook running Mac OS X 10.4.4...

I mounted the WebDAV volume (via command-k) and tried to attach a folder action... Well, What I can say is that everything is working perfectly here... (I attached the Add new item - alert.scpt included with the OS X release...)
