The only way I can think of is with ASCII, something like this script:

set lineString to "Put here some text"
set newString to ""
repeat with characterString in lineString
set testCaps to ASCII number of characterString
-- make it caps
if testCaps is greater than 96 and testCaps is less than 123 then
set testString to ASCII character of (testCaps - 32)
else
set testString to ASCII character of (testCaps)
end if
(*
-- make it small
if testCaps is greater than 64 and testCaps is less than 91 then
set testString to ASCII character of (testCaps + 32)
else
set testString to ASCII character of (testCaps)
end if
*)
set newString to newString & testString as string
end repeat
