I have recently upgraded to Tiger and I have an older script that
calls for URL Access Scripting to upload files that I want to use.
When I run the script, it launches Classic - not the best thing in my
mind. I've heard that URL Access Scripting under OSX is not a great
thing - what are my options?

Yes, why is that? Is it a unbuilt, broken or a bug?
Curl has the -T option for that. (We may have upload and download
confused here. I don't think URL Access ever did what I call uploads.)
Your definitions may be stricter than mine. I did use it to transfer
files from the computer I was sitting at to a computer quite some
distance away. It was extremely unreliable at that time (OS 9).
Interarchy was the best choice for reliable FTP in those days and it
remains strong. Nowadays we have the entire networking toolkit on the
command line.
