Pashaw. No such insistence is made. Check your Fetch prefs.

Menu: Customize > Preferences...

Click the 'General' tab. See the last preference item called 'Background
Notification'. Set it to none (or bark...that's what I like. My dog also
finds it confusing.)

I use Fetch droplets for uploading and I have no such problem. This has been
my method for years, OS9 and OSX, with Fetch.  Uploads happen on their own,
in the background. No need to ever see Fetch. (I keep it hidden.
Conveniently, the last upload destination window is front-most when you then
activate Fetch...if you want to look in on the automated process via the
right-side spinner or check the file list.)
