Turn mail off

Suddenly my ASIP server is turning the mail server on during the night. How do I get it to stay off? It used to be used for small volume internal mailing, but was turned off long ago and replaced with SIMS. Suddenly after a disk rebuild, it is turning itself on. SIMS is the current mail application that is running and having ASIP mail running confuses the machine something frightful. Selections to turn ASIP mail on upon restart is OFF. AShare helper is not set to keep mail running. What else could be causing this? What files can I remove to insure that this doesn't happen.

ASIP 6.3.3 on a G4 running 9.2. File services and SIMS are all that is supposed to be running.
