can't say we ever had DHCP issues as any part of pre OSX boxes at all but did
have problems with various boxes made by Apple with faulty built in NICs.
Other sources for DHCP issues were slow DHCP release issues caused but either bad
NICs or slow old pcs serving DHCP. Other than this-OS 9 and down do not have
DHCP issues but may have marginal on board ethernet connectors. Try a third
party card and poof problem gone.
