The DiskArb headers you need are not installed under 10.3. Until 10.4 the DiskArb framework was classified as a private framework and headers were not shipped with the OS. You can download the headers from the darwin source archives.


Also, keep in mind that if you need to support any OS earlier than 10.3 then DiskArb is probably a poor choice.
