Unfortunately, it is cheaper to do a one price scheme than to try to
track each activity separately. An annual fee should make it easier to do
that, but still requires a much more complicated database. The flat fee
is easier to run. I don't expect Apple to do more than perhaps give us
quarterly payments. (Don't really expect that.) Monthly payments and even
quarterly increases Apple's cost of handling substantially.

Personally I am still debating whether I will even renew for the first
year. I almost definitely won't go for a second year without some
additional services. But then that is my choice. I am not angry at Apple
for making a good business decision. It would be nice if they did
something for MUGs and their members, but I don't see it, as it would
once again create administrative headaches.
