I could be wrong, but isn't that how most security breaches are fixed? Someone finds a way to make a system vulnerable and publishes his/her results. That forces the developer to act on it so those vulnerabilities aren't an issue anymore. And from what I've read, Microsoft has agreements with certain parties that if they do find vulnerabilities in their software, those parties aren't to disclose the information to the public, but rather quietly tell MS. That way they don't have to fix it right away because no one else knows about it.

I apologize if I'm mistaken in any of this.
