The Bonjour service (mDNSResponder.exe) can be run from the command
line if you invoke it with the -server switch: mDNSResponder -
server. Note that only one instance of mDNSResponder.exe can be
running at one time, so if the Bonjour service is installed and
running, an attempt to run mDNSResponder.exe from the command line
will fail.

I think the best solution would be to have a "standalone" exe or
dll version of the service, that could be forked or spawned as a
child process by the client app, *if* the Bonjour service is not
found or not started. It could bind the socket, and be completely
transparent to the main app (Service, or child process, you'd talk
to it with sockets via the dnssd.dll).
Just a thought... but i think hacking the nt service to behave like
a child process would be far easier than embedding the whole stuff
in the app, and would isolate enough for any licensing issues.
Just my 2 cents :)
