Because they were written long before the HIView model was implemented.

A good general rule of thumb is that you should use APIs in HIView.h when
working in a composting window. So in this case you could try:

 *  HIViewGetPartHit()
 *  
 *  Discussion:
 *    Given a view, and a view-relative point, this function returns
 *    the part code hit as determined by the view.
