Keeping windows below the menu bar



I have some custom window dragging code, and I'd like to prevent my windows from being dragged above the menu bar (on the main screen) or the top of the screen (on any secondary screens). I think the OS uses the cursor's position to decide whether a window overlapping primary and secondary screens should be kept below the menu bar or simply the top of the screen. How can I determine which screen the cursor is on?
