On the face of it what you want "literally" sounds impossible. You'd have to have some agent following the traffic of all socket activity out of your computer, interpreting the various error values of various protocols.

I suspect that if you are more clear about what you want, there might be a better solution. One possible solution might be the reachability API provided by the SystemConfiguration framework:
