On the face of it what you want "literally" sounds impossible. You'd
have to have some agent following the traffic of all socket activity
out of your computer, interpreting the various error values of various
protocols.
I suspect that if you are more clear about what you want, there might
be a better solution. One possible solution might be the reachability
API provided by the SystemConfiguration framework:
I'm not sure if there's a better list for this question, but:
Is there a way to "listen" for network errors? For example, if a user
is using Safari and they get a "can't connect" error dialog because
their Internet connection went down, I'd like to know that (and be
able to launch another app).
