When you use RunAppModalLoopForWindow on a window you are essentially making it a modal dialog. I'm not aware of how you can make the menubar active, nor would you really want to do that if the window is suppose to be modal.

You can still install event handlers on the window and respond to those without the RunAppModalLoopForWindow call. RunApplicationEventLoop will properly handle calling your event handlers that you've attached to your window. It will also handle selections from the menubar.
