For items such as popup menus, it's useful to ensure that the correct "default" appearance is used (ie the correct menu item selected), or hypothetically if I wanted to make my own version of the Flexible Space item which uses an icon in the sheet but not in the toolbar. We're also having cosmetic glitches on our custom items that only appear in the Customize sheet, and that might help track the problem down.
