Identifying toolbar drags

How can I identify a drag that is a toolbar item, such as from the customize sheet?

My application displays the kThemeNotAllowedCursor for any drags with invalid content (I'm mainly looking for text), and this gets triggered by a toolbar item. The cursor also doesn't get reset to the arrow, and I'm not sure if that's my app's fault or not.
