My application displays the kThemeNotAllowedCursor for any drags with invalid content (I'm mainly looking for text), and this gets triggered by a toolbar item. The cursor also doesn't get reset to the arrow, and I'm not sure if that's my app's fault or not.

Try dropping the drag into PasteboardPeeker. It'll tell you all the public information about the drag. Of course, there's no guarantee that drag information will remain consistent from release to release.
