I just did some testing and it seems to matter that it happens when the
front application is running in classic. :-)

You know, that's really a shame, because the normal Mac OS X window layering
is the one single thing I hate most about Mac OS X and always has been.
Except of course thankfully I haven't had to deal with it since sometime
back when I was using 10.1. :-)

I think that's more likely an issue with classic applications now that I've
done some focused testing, but yes, some third-pary widget did this for me.
But now I can't remember which one it was, and unlike Mac OS 9 and before, I
don't even know where to look for said "extension." In those days I'd hunt
through my Extensions and Control Panels folders, but in Mac OS X I don't
even know where such beasts can live anymore.
