I can repeat this bug also:

I have spent some hours today finding the solution to the very same symptoms in my application. I cannot find it. It all worked fine in Panther.

I found though that the region in the scrollview/hitextview that does not get the mouseclicks is related to the window position of the window containing the scrollview. With the window placed in the upper left corner the scrollview works almost correctly. When the window is moved right and/or down, the region that does not seem to receive mouseclicks only gets larger, with the same amount the window had been moved.

It looks like the scrollview or hitextview in 10.4 has some offset bug when handling mouseclicks.

I have have a problem to have the scrollview handle pageup/down key events. With some amounts of text it simply does not scroll up/down and sometimes when you scroll down to the end, it scrolls up to somewhere near the beginning of the text. Looks related to the offset problem mentioned above.

Sounds like a bug to me. Can you file a bug and include your app, or a simplified test app?
