Yes.

If they just use kHIViewWindowContentID, I believe the constant
value is not compiled into the code, it is taken from the carbon
framework. So, theoretically speaking, if you change it to
'foo '/12345 and recompile all the system code, a third party app
that uses kHIViewWindowContentID constant should still work
without noticing anything.

Unless it for some reason uses its own constant equal to { 'wind', 1 }.

Which, I suspect, is likely in some cases. For example, if you were writing an app using Alice's Lisp implementation, you might not be able to directly import the kHIViewWindowContentID constant, so you might have to declare your own.
