If by "on" you mean the current one, use KLGetCurrentKeyboardLayout() and get the properties from the layout it returns.

Was there another variation of "on" you were thinking about? Generally the only thing that matters is the current keyboard layout.

Otherwise, there is a com.apple.HIToolbox preference "AppleEnabledInputModes", "AppleKeyboardScripts", and "Keyboard Menu" but I do not believe reading any of these directly is supported since they are subject to wild changes.
